Port Security
New York HB9526, "Port Security Enhancement Plan"
Require the New York and New Jersey Offices of Homeland Security to provide a comprehensive report on port security, providing recommendations for security enhancement. The bill would also impose restrictive provisions on foreign port facility workers and foreign companies holding contracts in port facilities.
The legislation will be evaluated by the Committee on Corporations, Authorities and Commissions.
California HB1202 Port Security Funding
This legislation would enhance port security through the allocation of grants over the next two years, through a program administered by the state office of homeland security. It also would require that $100 million in bonds set aside for port security are allocated to publicly owned ports, ferry operators, and harbors.
The future of the legislation is uncertain. After being referred to the Appropriations Committee on May 31, 2007, it has been held to further examine budget implications. The legislation is supported by the California Association of Port Authorities.
New York SB4382, Regulation of Security Services
This legislation would require greater use of advanced security technology, such as video surveillance and access control on the waters of New York State. The bill also calls for the development of standards and a certification process for private security officers working in commercial buildings on the waters of New York State.
The bill passed the Senate and is expected to pass the Assembly, when the legislature reconvenes in January, 2008.
